Part L of building control sets out the targets that need to be reached for insulation in of new builds and retrofits. There are two recognised ways of insulating flat roofs. If the flat roof is part of a new build project it has to be built to part L of building control. On older flat roofs the minute you remove the old covering you then trigger part L meaning the roof must be fitted to meet new regulations. Poor insulation also triggers part L.
